시티즈 오브 메이킹: 도심제조업의 21세기 비전
Cities of Making: a 21st Century Vision for Urban Manufacturing 대부분의 도시에서 제조업은 식품, 의류, 건축물과 같은 기초적인 제품부터 서비스 분야를 주도하는 현대 기술에 이르기까지 도시의 실체를 구성하는 물질을 만들어내는 역할을 한다. 한때 제조업은 연수와 교육, 연구와 개발, 금융과 법률, 그리고 판매와 유통 등의 방대한 네트워크 또는 활동의 근간을 이뤘다. 그러나 경제 성장과 함께 공무원들과 개발업자들에게 있어 토지 이용의 우선 순위는 본능적으로 사무실, 상업 공간, 그리고 주택과 같이 단기간에 고수익을 내는 것으로 옮겨갔다. 뉴욕과 런던, 그리고 심지어 서울에 이르기까지, 도심 중심부의 성장은 일반적으로 제조업이나 유통을 담당하던 토지의 희생을 바탕으로 이뤄졌다. 지난 10년간, 세계의 도시들은 제조업이 21세기 경제에서 중요한 역할을 한다는 것을 깨닫고 있다. 이는 증가하는 순환 경제에 대한 관심, 깨끗하고 컴팩트한 기술의 발전, 복합적 토지 용도를 가능케 하는 진보적인 건축 법규, 사회적 불평등의 부정적 영향에 대한 증가된 인식, 물질적 재화와 비물질적 재화 간의 거래의 가치 사슬에 대한 명확한 이해를 통해 가능해 졌다. ‘시티즈 오브 메이킹’은 한 때 고도로 산업화 되었던 브뤼셀, 런던, 그리고 로테르담을 들여다 봄으로써 도심 제조업을 탐구하는 유럽 연구 프로젝트이다. 이 발표를 통해 도시의 지역경제가 무엇을 생산해야 하는지 결정하는데 도움을 줄 21세기 도심제조업의 비전을 소개하고자 한다.

Manufacturing is the substance of most cities - making anything from foundational goods such as food, clothing and buildings to developing modern technology that is driving the services sector. Manufacturing was once the base of a larger network or activities such as training and education, research and development, finance and law and sales and distribution. As economies have grown, public officials and developers have instinctively shifted their priorities to short-term, high-yielding land uses such as offices, commercial space and housing. Inner-city growth from New York to London and even Seoul have generally come at the expense of land uses such as manufacturing or logistics. In the last decade, with increasing interest in the circular economy, with cleaner and more compact technology, with more progressive building codes for mixed use, with increasing awareness of the impacts of social inequality and with a clearer understanding of the value chains between the trade of material and immaterial goods, cities across the world are realising that manufacturing has an important place in the 21st century urban economy. Cities of Making is European research project exploring urban manufacturing through the lens of three once highly industrialised cities: Brussels, London and Rotterdam. This presentation will introduce a vision for 21st century urban manufacturing aimed at helping cities to determine what their local economy should be making.
