근현대 건축유산 관리제도와 기록화
Legal Management System of Modern Architectural Heritage, and its Documentation

Geauchul Lee (Architectural Asset Center, Architecture & Urban Research Institute) 한국에서 근현대의 건축유산을 법적으로 관리하는 제도는 문화재청의 등록문화재 제도와 국토교통부의 건축자산 제도가 있다. 등록문화재가 문화재로서 보존을 중심으로 관리하는 제도이고, 건축자산은 도시재생 등에 활용하는 것을 장려하는 제도이다. 건축유산의 보존과 활용을 위해서는 조사를 통한 가치의 확인이 가장 우선되어야 하고, 이를 통해 보존과 활용의 방법을 결정할 수 있다. 등록문화재의 등록을 위해서는 전문가의 조사와 심의가 필요하고, 등록된 이후에도 정기조사를 통해 현황 기록이 이루어진다. 건축자산은 광역지자체에서 기초조사를 시행하고 있으며, 우수건축자산으로 등록할 때 보다 심층적인 조사가 이루어진다. 등록문화재와 건축자산 제도에서 시행되고 있는 기록화는 보존과 활용을 위한 최소한의 규정이며, 법적 제도에 따라 국가나 지자체에서 보존과 활용 사업을 추진할 수 있는 근거로서 의미가 있다.

In Korea, there are two legal management systems for modern architectural heritage: the Cultural Heritage Administration's Registered Cultural Heritage and the Ministry of Land, Infrastructure and Transport's Architectural Asset. Registered Cultural Property is a legal system that focuses on conservation as a cultural property, and Architectural Asset is a system that encourages active use of urban regeneration. Registered Cultural Properties are determined as cultural properties through expert investigation and deliberation. After registration, the status can be recorded through regular surveys. Architectural Assets are subject to a basic investigation by regional governments, and more in-depth investigations are made when registering as Exceptional Architectural Assets. Recording implemented in the Registered Cultural Heritage and Architectural Assets System is the minimum regulation for conservation and utilization, and it is meaningful as a basis for promoting conservation and utilization projects in the state or local governments according to the legal system.
