산업도시 부평의 기록과 보존

Yeonkyung Lee (Incheon National University) 부평은 1939년 이후 일제의 한반도 병참기지화 정책에 따라 군수공업화된 도시이다. 부평의 공업도시는 계획대로 완성되지 못하였으나 일제강점 말 약 6년간의 시간 동안 부평에는 군수공장, 인천일본육군조병창, 노무자주택이 건설되며 부평은 농촌지역에서 군수공업도시로 변화하였고 이는 이후 부평의 정체성이 되었다. 해방 이후 부평의 조병창을 비롯한 군수공장들은 미군 24사단이 접수하였고, 한국전쟁 이후인 1955년부터는 미육군군수지원사령부(Army Support Command)가 주둔하며 부평은 ASCOM CITY로 불렸다. 이후 ASCOM CITY는 1973년 해체되었고, 미군기지는 현재의 캠프 마켓 영역으로 줄어들었다. 미군기지의 반환이 시작된 것은 2019년 이후의 일로 현재까지도 부평의 캠프 마켓은 반환 과정이 진행 중이다. 캠프마켓의 반환 및 주변 지역의 재개발로 인해 캠프 마켓을 비롯한 부평 (군수)공업지역의 산업유산들은 충분한 조사와 기록이 진행되지 못한 채 빠른 속도로 멸실되고 있다. 심지어 기록화 사업이 철거의 명분을 제공해주기도 하는 상황이다. 식민지하, 전시체제하라는 특수 상황속에서 만들어진 (군수)공업도시 부평의 기록과 보존은 과연 무엇을 위해 이루어져야 하며, 어떻게 이루어져야 할 것인가.

Since 1939, Bupeyong was rapidly urbanized and industrialized for the purpose of constructing a military logistics base of the empire of Japan. Based on Kyungin urban planning of 1940 and industrial land development plan of Kyeonggido, many military factories and arsenal were constructed, and a great amount of housing were also built for their workers from 1939 to 1944. Although the initial urban planning was unfinished, urban change from rural area to military industrial city in the late Japanese colonial era, made the identity of city of Bupyeong. After liberation, the US 24th Corps took over the area near Incheon Arsenal, including the military factories. Since 1955, Bupyeong was named as the ASCOM(Army Service Command) city. ASCOM City was disbanded in 1973, and its area reduced to the current area of the Bupyeong Camp Market. Since 2019, the return process of Bupyeong Camp Market from the US military to Incheon Metropolitan Government has been going on partially by dividing it into zones. At Present, various agents, such as the Ministry of National Defense, Incheon Metropolitan City, Cultural Heritage Administration, and other civic bodies, are in conflict over whether to demolish the buildings of the Incheon Arsenal located in the Bupyeong Camp Market. There are a lot of (military) industrial heritages in the Bupyeong district; however the proper investigation or research into its historical and architectural values has not been done sufficiently. Even sometimes archival research of remained heritages is carried out for the purpose of a ‘documentation project for demolition’.
